Military and Tactical:
No formal training of any sort; this one we picked up during our random testing in the poorer sectors of New Athens and Thessaloniki. He seems to be able to handle himself in a fight - other than that, he hasn't had a chance to prove himself.

Academic:
The local schools were lax about required attendance, and he appears to have taken advantage of that. Our two month prep has him up to speed; he can do the work. We're just not sure if he's going to bother.

Disciplinary History:
During the six month monitoring period, he was involved in seventeen physical incursions, ranging from minor shoving to full-out punching and kicking. He instigated most of these, but it should be noted that no one he antagonized had apparent physical superiority.

Family Notes:
Single parent family. His mother was registered as a "File Clerk", but there are suggestions of an alternative supplemental income. This might explain why there is no father listed. He has an older brother who communicates primarily through physical violence, and there are indications they held frequent conversations prior to the installation of the monitor.

Medical History:
Lactic acid intolerance, allergic to feline dander. We have no medical records or hospital admission to substantiate, but his right tibia was broken or fractured some time ago.

Physical Description:
Light olive skin, 4'4, 61lbs. Sturdily built, but not heavy. Like most children in his disadvantaged situation, he is a good runner, a fair climber and not too worried about aim so much as firepower. If he were a tool, he would be a hammer, not a chisel.

Personality Assessment:
Aggressive is an understatement. The boy is bright, but territorial in the extreme, and feels the need to assert dominance even in non-violent situations. He doesn't seem to have any particular moral structure, but he seems to have an aversion to hitting girls, unless he considers it necessary; however, that's not too restricting. He had a small following of his lesser peers, Earthside. We'll see how he handles his equals.

Comments and Recommendations:

He's belligerent and respects authority only when absolutely necessary. He's also passed all of the tests despite a lack of education and considers losing a personal injury. Send him up.

Military and Tactical:
As the son of two career IF officers, strategy and tactics were part of his informal education from the beginning. His mother, Captain of the ISS Protector until her pregnancy required that she take a leave of absence, guided his studies from the beginning. He has distinguished himself on the nets among the warfare simulation subculture as quite a strategist, but our analysis of his games show a great number of flaws in his thinking that will have to be corrected before he can be entrusted with a command.

Academic:
Sent to a boarding school at age four, to begin more formal studies; received an informal education prior to that from his aunt, a grade school teacher. His mother made sure that the focus of his early education was on military studies, but his aunt made certain that he explore other areas also. Boarding school gave him a more well-rounded education, and Naoroji proved himself an able student, if not brilliant.

Disciplinary History:
Has a history of dark moods and tendencies toward aggression; we have the disciplinary records for five fist fights in his two years in boarding school. Has a bad habit of needing acceptance from others, and even power in some cases, and a lack of either can cause him to become volatile. Generally speaking, however, his temperament is rather calm.

Family Notes:
Parents were stationed aboard the ISS Protector at the time of his conception, his mother as the C.O. and his father as the Tactical Officer. Mother had to take a leave of absence following confirmation of the pregnancy, as per IF regulations; father took extended leave four months later. Parents wed soon after, and both returned to IF service as soon after the birth as possible, leaving Naoroji in the custody of the father's sister. Naoroji grew up mostly under in her care, until he was old enough to be considered for a UK boarding school.

Medical History:
A few relatively minor injuries from fighting. No lasting damage or scarring. All immunizations.

Physical Description:
Short and stocky for his age, with a distanced demeanor and a general lack of finesse in dealing with other children his age. Short dark hair and muted eyes, giving him a look of reserved calm most of the time.

Personality Assessment:
Naoroji's lack of interaction with other children for most of his young life puts him at a disadvantage when dealing with group dynamics. He has a very strong desire to be accepted and esteemed by others, which may prove a weakness; if so, he will have to be trained to be less malleable. While he does not have a short temper, per se, we have observed that he enjoys exerting power over others, and that when something does push him to violence, he lashes out without restraint.

Comments and Recommendations:
We have to be careful with Naoroji if we want to guide him our way. Keep a close watch on who his friends -- and his enemies -- are. We don't want him binding himself to people or groups that will only exacerbate his darker tendencies.
